One must always consider the transportation and storage costs for gaming in 1:1 scale. The terrain sets aren't exactly mass-transit friendly.  Back on topic: We use 1/48 with our 28mm WW2 games at the club, as well as 1/43 toy cars & trucks for 28mm zombie games. The vehicles are a bit big, but not horribly so, and they're readily available as well as (from the right sources) not that expensive. It's amazing what can be found in dollar stores. Al.

I have normaly used 1/35, mostly that is what I have and find more of what I want to build in that size. I think that it look right.

Ideally 1/48 or 1/50 vehicles would work good. But depending on the model and what you intend to use it for, 1/35 and 1/72 could work also.

I'd say 1:48 at the smallest for scale; it is the smallest size that you can use 25/28/30mm at and still have any crew on that model look comparable within realistic human parameters (i.e. "why are pilots always so short?-so they can fit in those tiny cockpits!"). The only exception to this I can think of off hand is the cheap car replicas that are around 1:50. They don't sell many in the US but in the UK they seem to be popular. They seem big for 1:50 but you can see a 28mm fig strapped in one. That and being metal they smash nicely for terrain purposes.
Conversely, 1/35 is probably the largest unless you want to totally change the scale and function of the model you are using.
The only model I've used that wasn't massively* converted was the AH-64 and that was 1:48. The source tank chasis that I used for the Odin was a 1:35 M-60 but it is so heavily converted that its original scale is irrelevant.
The problem with the 1:1 scale vehicles is that no one makes a portable carrying case large enough to store them in!
*Cutting off the rotors is not a massive conversion.
